Yes. Steam's Account Recovery form accepts account ownership verification through purchase history, CD keys, credit card last 4 digits used for purchases, and other account history. Fill in as much as possible — more history increases approval odds.
My Steam account was hijacked and items were traded away. Can I get them back?
